(4f) City of Solana Beach - Castro/Gonzales Street Sidewalks (Eden Gardens Master Plan Phase IV), $24,268.

*County HCD and Department of Public Works have determined that the Dolores Street sidewalks project will need to be revised, as the anticipated road funds that were previously identified as leverage are likely no longer available due to State budget challenges.  County HCD submitted two new fire equipment projects (Jacumba Water Tender, $185,000, and Warner Springs Equipment, $11,205) to HUD on August 31, 2009, as the replacement for Dolores Street.

**The City of Del Mar cancelled their project and returned the funds to County Housing and Community Development on April 8, 2010.  County Department of Planning and Land Use submitted an application to reallocate CDBG-R funds for Self-Contained Breathing Apparatus (SCBA) Filling Station.  Public comment period for the Substantial Amendment to reallocate funds was May 14 - 21. Reallocation of funds from the cancelled Del Mar ADA Sidewalk Improvements and Warner Springs Fire Station Equipment, as well as the balance completed project of Warner Springs Fire Engine to the Warner Springs SCBA Filling Station was approved by HUD on June 9, 2010.  On May 26, 2010, County Purchasing and Contracting (CPC) issued a Request for Bid, for Department of Planning and Land Use Water Tenders.

The public comment period for the Substantial Amendment to reallocate funds is May 14 - 21.  This Substantial Amendment reallocates funds from the cancelled Del Mar ADA Sidewalk Improvements and Warner Springs Fire Station Equipment, and the balance completed project, Warner Springs Fire Engine, to the Warner Springs SCBA Filling Station.

***The City of Imperial Beach requested to revise its Sports Park Recreation Center Restroom improvements project to 13th Street ADA ramps and pop-outs.

 

$1,259,592 HUD provided the CDBG-R Grant Agreement on August 27, 2009. 

Project (1) (3) and(4b): Contract for Fire Authority’s water tenders awarded to Klein Products, Inc. on June 30, 2010. Warner Springs and Jacumba water tenders were delivered to the County in June 2011; outfitting and radio installation is complete.  Warner Springs SCBA Filling Station was delivered to the County June 30, 2011.

Project (4a): City of Coronado contract for affordable solar housing panels awarded to 3-D Enterprises, Inc. on July 20, 2010.  City of Coronado affordable housing solar panels installed during December 2010.

Project (4c) Following a public comment period for change in Imperial Beach project to 13th Street ADA ramps and pop-outs, County HCD submitted the revised project to HUD on April 9, 2010.  City of Imperial Beach released Request for Bids on September 2, 2010.  Bid opened on September 16, 2010.  City of Imperial Beach awarded contract to RMV Construction on October 25, 2010. City of Imperial Beach curb-cuts and pop-out work completed as of February 2, 2011.

Project (4d): Contract awarded to Kirk Paving, Inc. on July 20, 2010.  City of Lemon Grove Street rehabilitation complete as of August 31, 2010.

Project (4e) City of Poway ADA Barrier Removal Project.  Project completed as of May 4, 2010. Balance ($15,168) to be reallocated to water tenders for Warner Springs and Jacumba.

Project (4f) City of Solana Beach awarded contract for Castro/Gonzales Street Sidewalks to Koch-Armstrong General Engineering on June 1, 2010.  Street sidewalk work is complete as of August 26, 2010.

Other County contracting opportunities to be determined.  Any contracting opportunities for projects identified by Participating Cities will be determined by the cities.

Energy Efficiency and Conservation Block Grant (EECBG) Provides funding for energy conservation and efficiency projects and programs related to retrofitting buildings, providing renewable resources (i.e. solar) and regulations/codes that benefit both the economy and environment.  Fifteen projects included in the grant submission:

Project 2: No contracting opportunities available.

Project 3: Contract awarded to Torres Construction on March 11, 2010. Notice to Proceed for Photovoltaics Projects at Parks issued March 26, 2010. Notice to Proceed for Lakeside and Fallbrook Centers issued on August 20, 2010. As of October 19, 2010 the Lakeside Center’s photovoltaics system is online.  As of December 3, 2010, the Fallbrook Center’s photovoltaics system is online. Project complete as of June 9, 2011.

Project 4: Contract awarded March 11, 2010, to Torres Construction.  Project completed as of July 23, 2010.

Project 5: Contract awarded March 11, 2010, to Torres Construction. Notice to Proceed issued March 26, 2010.  Construction started on the roof portion of the project on December 1, 2010.  Construction is complete as of June 9, 2011.

Projects 6 & 7: No contracting opportunities available.

Project 8: No contracting opportunities available. Project completed as of May 17, 2010.

Project 10: Contract awarded to Torres Construction on March 11, 2010. Notice to Proceed issued March 26, 2010. Construction is complete as of June 9, 2011.

Project 11: Contract awarded to Torres Construction on March 11, 2010. Construction is complete as of June 9, 2011.

Project 12: Contract awarded to Torres Construction on March 11, 2010. Notice to proceed has been issued. Construction in progress as of July 15, 2011.

Project 13: Contract for fluorescent lamp recycling kits awarded to Mercury Disposal Systems on August 12, 2010.  As of November 30, 2010, 156 recycling kits have been distributed and 28 of those have been returned for recycling, for a total of 973 lamps returned. 

Project 14: Contract awarded March 11, 2010, to Torres Construction. Notice to Proceed issued March 26, 2010. Joint scope meeting occurred on June 8th, 2011.

Project 15: RFSQ for Climate Action Plan preparation closed on August 6, 2010. Contract with AECOM finalized on November 1, 2010.

Public Housing Capital Funds Public housing capital improvements with an emphasis on energy conservation such as energy-efficient windows and doors. N/A $198,005 Funds designated for window replacement. Contract awarded to MTM Construction, Inc. on February 1, 2010. Installation of windows and sliding doors completed as of August 4, 2010.  Additional windows at the Dorothy Street Learning Center are being considered for removal and replacement based on funds remaining; a Notice to Proceed was issued July 7, 2011 for replacement of additional windows at the Dorothy Street Learning Center. Tentative start date for the final phase is August 15, 2011.
Airport Improvement Program: Gillespie Field Airport Construction Repair two aging taxiways including shoulders and taxiway safety areas at Gillespie Field Airport.  Work will include reconstructing selected areas of failed pavement, milling, crack sealing, installing petromat, repairing taxiway shoulders, island stabilization, paving, and striping. In addition, work within the taxiway throat areas and safety areas (TOFAs) will also be included. 
$2,055,621 $1,915,621 Contract awarded to ABC Construction.  Construction completed in early October.

Highway Improvement Program 

The County will receive TransNet funds from SANDAG in lieu of ARRA funding for five transportation projects:

Jamacha Blvd. Signal Interconnect in Spring Valley;
Bridge Methacrylate;
Culvert rehabilitation/repair;
Culvert lining;
Asphalt/Concrete Overlay and culvert replacements on County Roads.

 
ARRA funds to be used by SANDAG for two projects: SR-76 and I-805.  Contact SANDAG for ARRA reporting on stimulus dollars expended on SR-76 and I-805.

$9,569,000 N/A All five projects have been completed:

(1) Jamacha Blvd Traffic Signal Interconnect: Contract awarded June 5, 2009 to T&M Electric dba Perry Electric. Construction  completed mid-April 2010.

(2) Asphalt Resurfacing on various County Roads: Contract awarded August 5, 2009 to Sim J. Harris.  Construction completed early July 2010. 

(3) Bridge Deck Repair and Resurfacing on Various County Roads: Contract awarded June 8, 2009 to RJ Bullard Construction.  Construction under way, anticipate completion Spring 2010.

(4) Culvert Repairs by Internal Paving on Various County Roads: Contract awarded July 7, 2009 to Rutledge, Inc.  Construction completed mid-October 2009.

(5) Culvert Rehabilitation by Installation of Lining on Various County Roads: Contract awarded July 7, 2009 to RePipe California, Inc. Construction completed late February 2010.

National Clean Diesel Funding Assistance Program: Lower-Emission School Bus Program Funds will be used to partially fund retrofitting 111 in-use school buses, repowering two in-use school buses and replacing 12 pre-1987 model year school buses.  APCD will partner with various school districts to implement this project. N/A $1,563,652 APCD has been awarded funding for the Lower-Emission School Bus Program.  Project evaluations and contract development are in process. Any contracting opportunities will be determined by the school districts.
State Clean Diesel Grant (DERA) Program Funds will be used to retrofit in-use diesel school buses with diesel particulate filters. Retrofitting diesel school buses will result in immediate, significant diesel emission reductions that benefit children’s health. Each school bus that is retrofitted with a diesel particulate filter emits 85 percent less toxic diesel particulate matter. San Diego County Air Pollution Control District (APCD) will partner with the San Diego Unified School District to implement this project. N/A $169,000 APCD was awarded funding from the State Air Resources Board (ARB) for this program. Projects completed and grant funds expended by September 30, 2009. Contracting opportunities were determined by the San Diego Unified School District.
