*County HCD and Department of Public Works have determined that the Dolores Street sidewalks project will need to be revised, as the anticipated road funds that were previously identified as leverage are likely no longer available due to State budget challenges.  County HCD submitted two new fire equipment projects (Jacumba Water Tender, $185,000, and Warner Springs Equipment, $11,205) to HUD on August 31, 2009, as the replacement for Dolores Street.

**The City of Del Mar cancelled their project and returned the funds to County Housing and Community Development on April 8, 2010.  County Department of Planning and Land Use submitted an application to reallocate CDBG-R funds for Self-Contained Breathing Apparatus (SCBA) Filling Station.  Public comment period for the Substantial Amendment to reallocate funds was May 14 - 21. Reallocation of funds from the cancelled Del Mar ADA Sidewalk Improvements and Warner Springs Fire Station Equipment, as well as the balance completed project of Warner Springs Fire Engine to the Warner Springs SCBA Filling Station was approved by HUD on June 9, 2010.  On May 26, 2010, County Purchasing and Contracting (CPC) issued a Request for Bid, RFB 4576 for Department of Planning and Land Use Water Tenders.

The public comment period for the Substantial Amendment to reallocate funds is May 14 - 21.  This Substantial Amendment reallocates funds from the cancelled Del Mar ADA Sidewalk Improvements and Warner Springs Fire Station Equipment, and the balance completed project, Warner Springs Fire Engine, to the Warner Springs SCBA Filling Station.

***The City of Imperial Beach recently requested to revise their project to 13th Street ADA ramps and pop-outs. A public comment period for this change began on March 26, 2010 and closed on April 2, 2010. County HCD submitted the revised Imperial Beach project to HUD on April 9, 2010. HUD approved the Imperial Beach 13th Street ADA ramps and pop-outs project on April 13, 2010.

$1,259,592 HUD provided the CDBG-R Grant Agreement on August 27, 2009. 

Project (1): County Purchasing and Contracting issued  RFB 4576 for a contract to provide and install a water tender apparatus for the Warner Springs and Jacumba fire stations.  CPC has posted Notice of Intent to Award for RFB #4576 for Water Tenders.

Project (4a): City of Coronado has released RFB 2010-01 for affordable housing solar panels.

Project (4d): City of Lemon Grove has released RFB 2010-05 for street rehabilitation project.

Other County contracting opportunities to be determined.  Any contracting opportunities for projects identified by Participating Cities will be determined by the cities.

Energy Efficiency and Conservation Block Grant (EECBG) Provides funding for energy conservation and efficiency projects and programs related to retrofitting buildings, providing renewable resources (i.e. solar) and regulations/codes that benefit both the economy and environment.  Fifteen projects included in the grant submission:

Project 13: County Purchasing and Contracting issued RFB 4552 for a contract to provide fluorescent tube recycling kits for use with local businesses.  This solicitation has closed. County Purchasing and Contracting has issued RFB 4658 for a contract to provide fluorescent tube recycling kits.

Project 14: Contract awarded March 11, 2010, to Torres Construction. Notice to Proceed issued March 26, 2010.

Project 15:Contracting opportunity: RFSQ 4667 Climate Action Plan.

Public Housing Capital Funds Public housing capital improvements with an emphasis on energy conservation such as energy-efficient windows. N/A $198,005 Funds designated for window replacement. Contract awarded to MTM Construction, Inc.  Job Order Contract Notice to Proceed issued April 27, 2010.  Start of rehabilitation was June 28, 2010.
Airport Improvement Program: Gillespie Field Airport Construction Repair two aging taxiways including shoulders and taxiway safety areas at Gillespie Field Airport.  Work will include reconstructing selected areas of failed pavement, milling, crack sealing, installing petromat, repairing taxiway shoulders, island stabilization, paving, and striping. In addition, work within the taxiway throat areas and safety areas (TOFAs) will also be included. 
$2,055,621 $1,915,621 Contract awarded to ABC Construction.  Construction completed in early October.

Highway Improvement Program 

The County will receive TransNet funds from SANDAG in lieu of ARRA funding for five transportation projects:

Jamacha Blvd. Signal Interconnect in Spring Valley;
Bridge Methacrylate;
Culvert rehabilitation/repair;
Culvert lining;
Asphalt/Concrete Overlay and culvert replacements on County Roads.

 
ARRA funds to be used by SANDAG for two projects: SR-76 and I-805.  Contact SANDAG for ARRA reporting on stimulus dollars expended on SR-76 and I-805.

$9,569,000 N/A All five projects have been awarded:

(1) Jamacha Blvd Traffic Signal Interconnect: Contract awarded June 5, 2009 to T&M Electric dba Perry Electric. Construction  completed mid-April 2010.

(2) Asphalt Resurfacing on various County Roads: Contract awarded August 5, 2009 to Sim J. Harris.  Construction completed early July 2010. 

(3) Bridge Deck Repair and Resurfacing on Various County Roads: Contract awarded June 8, 2009 to RJ Bullard Construction.  Construction under way, anticipate completion Spring 2010.

(4) Culvert Repairs by Internal Paving on Various County Roads: Contract awarded July 7, 2009 to Rutledge, Inc.  Construction completed mid-October 2009.

(5) Culvert Rehabilitation by Installation of Lining on Various County Roads: Contract awarded July 7, 2009 to RePipe California, Inc. Construction completed late February 2010.

National Clean Diesel Funding Assistance Program: Lower-Emission School Bus Program Funds will be used to partially fund retrofitting 111 in-use school buses, repowering two in-use school buses and replacing 12 pre-1987 model year school buses.  APCD will partner with various school districts to implement this project. N/A $1,563,652 APCD has been awarded funding for the Lower-Emission School Bus Program.  Project evaluations and contract development are in process. Any contracting opportunities will be determined by the school districts.
State Clean Diesel Grant (DERA) Program Funds will be used to retrofit in-use diesel school buses with diesel particulate filters. Retrofitting diesel school buses will result in immediate, significant diesel emission reductions that benefit children’s health. Each school bus that is retrofitted with a diesel particulate filter emits 85 percent less toxic diesel particulate matter. San Diego County Air Pollution Control District (APCD) will partner with the San Diego Unified School District to implement this project. N/A $169,000 APCD was awarded funding from the State Air Resources Board (ARB) for this program. Projects completed and grant funds expended by September 30, 2009. Contracting opportunities were determined by the San Diego Unified School District.
